Evidence from the text

A single occurrence. In 13:13, the formula follows the sending of the thunderbolt: "and He sends the thunderbolt, and strikes with it whom He wills, while they argue about God". The blow that hits whom He wills shows the attribute before it is named; شَدِيد marks its intensity.

The phrase sets two movements against each other: the argument of those who contest, and a force that this argument does not bend. The context suffices to fix the meaning.
