To bring water to the one who needs it: to water a being or a land, or to ask for drink.
Uses
سَقَىٰ, يَسْقِى, أَسْقَىٰ → "to water", "to give drink" : to give water to another: beasts, fields, people.
يُسْقَىٰ, سُقُوا۟ → "to be given to drink" : on the Day, the water received tells each one's lot.
ٱسْتَسْقَىٰ → "to ask for drink" : the request for water, for oneself or for one's own.
- «وَإِذِ ٱسْتَسْقَىٰ مُوسَىٰ لِقَوْمِهِۦ» — "And when Moussa asked for drink for his people" (2:60)
سِقَايَة, سُقْيَا → "the giving of drink", "the cup" : the act of giving drink, the right to water, or the object used for it.
Evidence from the text
The gesture always goes toward another: Moussa waters for the two women, who were waiting for the shepherds to leave (28:23-24); God gives people drink from the water of the sky (15:22, 77:27) and from the milk of beasts (16:66). The request keeps this sense: Moussa asks for drink for his people (2:60).
On the Day, what one receives to drink tells each one's lot: a purulent water (14:16), a boiling water that cuts the entrails to pieces (47:15), or a cup whose blend is of ginger (76:17) and a drink given by the Guardian Himself (76:21). In 91:13, "her watering" is the she-camel's right to water, which the Thamud did not respect.
